Как определить владельца файла(NTFS)

Нашел функцию:

Но локальных дисках работает без проблем. Не определяется
владелец на сетевых дисках. Пробовал относительный и абсолютный
пути. Может кто сталкивался с такой проблемой?

попробуйте вместо GetFileSecurity использовать
GetNamedSecurityInfo.
You can use the GetNamedSecurityInfo function with the
following types of objects:
Local or
remotefiles or directories on an NTFS file system
Local or remote printers
Local or remote Windows services
Network shares
Registry keys
Semaphores, events, mutexes, and waitable timers
File-mapping objects
Directory service objects(c) MSDN.
